Newspapers incite violence against citizens in Ngara

Tanzanians of Rwandan descent are a target of hate campaigns by a section of the country's private media. And it is turning bloody. Raia Mwema newspaper and Jamhuri are the major culprits.
in the aftermath of a report that appeared in raia Mwema newspaper alleging that pastoralists were not being affected by operation to kick immigrants out, two young men from pastoral community were speared to death in Ngara and 19 herds of cattle were seriously injured, killed and their meat eaten by the attackers. It is common now that whenever people of Ngara want meat, they simply invade a pastoral family and kill animals and any resisters. Raia Mwema meanwhile,has launched a campaign seeking to de-nationalize immigrants who received citizenship in 1980s, after leaning that their hate campaign was not even to have naturalized citizens kicked out. They published their story based on general anonymous sources, asking Kikwete to revoke their citizenships and kick them out emass.

Uharifu wa kutisha Ngara dhidi ya wafugaji

Kuna dhana iliyojengeka mkoani Kagera kuwa kila mtu mwenye asili ya Rwanda ni mhamiaji haramu na kila mtu mwenye sura ya Kitutsi ni mhamiaji haramu. Waingereza wanasema give a dog a bad name and hang it. Yaani mpe mbwa jina baya kisha mwuue. Hilo ndio linafanyika hasa katika wilaya ya Ngara mkoa wa Kagera kwani raia wema wanaitwa wahamiaji haramu kisha wanatendewa dhuluma kubwa, huku vyombo vya habari vikifanya kazi ya uchochezi.
Naandika makala hii baada ya kusoma makala kwenye Raia Mwema iliyoandikwa na Ezekiel Kamwaga (Raia Mwema Toleo namba 316, Sept. 18-24). Katika makala hiyo yenye kichwa cha habari: “Rafu uhamiaji haramu”, ametengeneza picha kuwa watu wa Kigoma wanaonewa, huku wahamiaji haramu kutoka Rwanda wakikingiwa kifua.
Habari hiyo imeandikwa maksudi kwani ya wana Kigoma imeandikwa vizuri bila ‘omission’, yaani kila kuacha kitu, mwandishi amefanya utafiti na kupata vielelezo. Kuhusu Mtanzania mwenye asili ya Rwanda kule Ngara, mwandishi hakujisumbua kutafuta vielelezo, amempa mtuhumiwa paragraph moja kukanusha ili kuonyesha kuwa haikuwa ya upande mmoja. Na kwa kutumia mfano wa mfugaji mmoja, akajumuisha kuwa watu wenye asili ya Rwanda wenye mali hawakuguswa, na kudai kuwa operation Kimbunga imewalenga vibarua na watu wa chini.
Kufuatia makala hii, huenda mfugaji huyu akavamiwa na watu wa Ngara na mifugo yake kukatwakatwa akituhumiwa kuwa mhamiaji haramu anayetoa rushwa kwa viongozi ili aishi kwa kuharibu mazingira, kuua tembo na kulisha kwenye mashamba ya watu, kama alivyotuhumiwa kwenye makala ya Kamwaga.
Kuna mifano hai ya namna vyombo vya habari vinavyochochea uhalifu Ngara. Tarehe 31 Mei mwaka 2011 Ngara kulitokea uhalifu wa kutisha uliosababisha vifo vya watu saba na kujeruhiwa vibaya ngo’mbe 400, ambao baadae walichinjwa na kuliwa na hao waliowajeruhi. Haya yote yalichochewa na vyombo vya habari.
Ngara kuna kundi la watu ambao ni wawindaji. Na kila walipokuwa wanawinda na kukosa mnyama, walikuwa wanapita mazizini na kuua ndama na kwenda nao kama nyama. Siku moja, mfugaji mmoja  katika pori la Rubagabaga kijiji cha Murbaga, tarafa ya Mursagamba wilayani Ngara akamwambia mchungaji wake kuwa akae zizini mchana na mtu yoyete atakayeua ndama apambane nae.
Ilikuwa mida ya saa tano hivi, na wawindaji wakapita na kuua ndama wawili. Yule mchungaji, ambaye ni mzaliwa wa Ngara, akawashambulia kwa mikuki na kuua wawindaji sita katika vita hiyo. Mmoja akakimbia na kuelekea vijijini.
Kesho yake ‘operation’ ikaanza. Wakulima wakaua kijana mmoja mfugaji kwa kutenganisha kichwa chake na kiwiliwili, wakajeruhi ng’ombe 400 ambao walikufa kwa maumivu na nyama yao kuliwa na wana vijiji.
Vyombo vya habari vikapamba vichwa vya habari: “Wafugaji haramu wawaua Watanzania Ngara”, “wahamiaji haramu wakingiwa kifua na watendaji serikalini” n.k.
Tangu wakati huo mpaka leo tumekuwa tukipata habari za upande mmoja kuonyesha kuwa wahamiaji haramu Wanyarwanda wameingia Tanzania na makundi makubwa ya ng’ombe na wanaishi kwa kutoa rushwa na kuvuruga maisha ya watu wa Ngara na kuharibu mazingira. Hali hii imewapa wakazi wa Ngara kiburi cha kufanya uharifu wanapojisikia, wanakatakata mifugo mara kwa mara, wanavamia mazizi na kuswaga mifugo.
Hali hii inaenea hata Karagwe na imetokea kata ya Nyakasimbi, wilaya ya Karagwe ambapo mwezi Mei mwaka huu mtu mmoja mwenye asili ya Rwanda alinunua ardhi na wana kijiji kisha akaizungushia uzio. Wanakijiji wakacharuka na kuingia zizini kwake na kuswaga mifugo, kufyeka migomba yake na kuharibu nyumba, huku wakimtuhumu kuwa mhamiaji haramu amevamia ardhi yao.
Kutokana na uhalifu huo, polisi mkoani kagera iliwakamata baadhi ya watu kwa wizi wa kutumia silaha, kwani waliiba mifugo wakiwa na silaha. Kilichofuatia, Mbunge akaitisha mkutano wa kijiji, wakamlalamikia, nae kwa kuwasikiliza wapiga kura wake, akamwomba waziri wa mambo ya Ndani Emmanuel Nchimbi aingilie kati.
Dr Nchimbi aliunda tume ambayo ilipendekeza RCO wa mkoa wa Kagera Peter Matagi afukuzwe kazi kwa kuwabambikizia kesi hao wahalifu walioingia zizini na silaha na kuswaga mifugo kinyume cha sheria.

Ukweli kuhusu wafugaji wa Ngara
Wafugaji walioko Ngara wametokea Muleba na karagwe, kwani kwa watu wanaoijua Rwanda, haina ardhi ya kutosha kufugia mifugo mingi. Kwa waliowahi kwenda huko bila shaka waliona kuwa kila familia ina ng’ombe mmoja wa kisasa, hakuna ardhi. Hivyo wanaosema mifugo inatoka Rwanda wanataka kueneza propaganda ya kupelekea watu kudhulumiwa.
Pili si kila mtu mwenye asili ya Rwanda ni mhamiaji haramu. Mwaka 1980, shirika la UNHCR na serikali ya Tanzania zilifanya makubaliano ya kuwapa uraia wakimbizi wa Kitutsi kutoka Rwanda. Maafisa Uhamiaji na UNHCR walipita kwenye makambi ya Muyenzi (Ngara), Kimuli (Karagwe) na Mwese (Rukwa) wakiandikisha wakimbizi. Zaidi ya wakimbizi 30,000 walipewa uraia wa Tanzania.
Sheria za uraia za mwaka 1962, 1972 na 1995 zinasema mtu akizaliwa na raia mmoja Mtanzania basi yeye ni Mtanzania. Kwahiyo Wanyarwanda waliozaliwa baada ya mwaka 80 wakati wazazi wao walishapewa uraia, ni raia, ni sawa na watu wenye asili ya Asia ambao wanaishi Dar es Salaam bila kubughudhiwa ni kwamba wazazi wao walipewa uraia zamani.
Mwandishi Kamwaga aliangukia kwenye mtego wa kuwaita Wanyarwanda wote wahamiaji haramu, labda angejaribu kumwomba yule ‘kigogo’ mfugaji cheti chake cha uraia, au hati yoyote ingesaidia kujua ukweli.
Lakini sikustaajabu kwani nia ya Kamwaga haikuwa kutafuta ukweli bali kueneza propaganda za watu wanaofaidika na dhuluma dhidi ya wafugaji na kusema kuwa watu wa asili ya Rwanda waliobaki walipaswa kuswagwa bila kujali kuwa ni raia.
ina uhakika asilimia 100 kuwa hao wafugaji waliopewa majina ya uhamiaji haramu, waharibifu wa mazingira na wauaji wa Tembo watashughiulikiwa na wanakijiji wa Ngara ambao wamejijengea utamaduni wa uharifu.
Na nimeshangaa kusoma kuwa wahamiaji haramu walioondoka ni vibarua tu. Mwandishi amekwepa kwa makusudi kusema yaliyowakuta wafugaji wa Ngara katika operation hii. Wengi wao walikamatwa na kupelekwa katika kituo cha polisi Benaco na mifugo yao kufungiwa kwenye mnada wa Kafuha.
Mifugo ilikaa Kafuha kwa siku nne bila maji na majani, baadhi ya ng’ombe wakatoroka na kuingia kwenye mashamba ya watu na jumla ya ng’ombe 80 walikatwakatwa miguu, na wengine kama 200 waliibwa na kupakiwa malori na kupelekwa Kahama huku wenye mali wakiwa rumande wanahojiwa.
Walioachiwa ni wenye vyeti vya uraia, wasio na vyeti waliswagwa. Na isingekuwa rahisi kutoa rushwa kwani operation inahusisha watendaji wa idara zote za ulinzi na usalama. Lakini haya hayakusemwa, bali Kamwaga anaimba kuwa wahamiaji haramu wenye pesa wameachwa. Tusubiri matokeo ya kalamu ya Kamwaga.

Cruerity to animals and people in Ngara

Immigrants with and without citizenship have been rounded up. Their herds of cattle have been rounded up and squeezed into Kafuha cattle market without grass and water for fourth day. It is pity, sad and chaos!

1. (C) Summary: By a lopsided vote, the ruling CCM 
party chose the Foreign Minister Jakaye Mrisho Kikwete 
as its candidate for President.  While only the 1,800 
delegates to the CCM party Congress actually voted in 
the final round, the general public appears 
enthusiastic about the party's choice, and about 
Kikwete himself.  Kikwete has no significant 
opposition and is virtually guaranteed to win the 
Presidency in the general elections of October, 2005. 
Kikwete's election breaks with the tradition of 
alternating the Presidency between mainlanders and 
Zanzibaris.  The Party nominated Vice President Shein, 
who hails from Zanzibar, to stay on as Kikwete's 
running mate.  Charismatic and articulate, Kikwete is 
thought to be particularly popular among young people, 
but administration is not his strong suit.   End

2. (U) The top echelons of the CCM party converged on 
the remote capital of Dodoma for a week of nominating 
sessions.  On May 2, the 36-member Central Committee 
convened to choose five of the eleven declared 
presidential candidates to proceed to the next round: 
Kikwete, Prime Minister Sumaye, Nyerere Foundation 
President Salim Salim, Planning and Privatization 
Minister Kigoda, and Transportation Minister 
Mwandosya.  On the following day, the 200 members of 
the National Executive Committee (NEC) selected three 
finalists, eliminating Sumaye and Kigoda.  Finally, on 
May 4, an Extraordinary Congress of the CCM, nearly 
1,800 members strong, elected Kikwete. 
 
3. (U) Most CCM-watchers viewed Kikwete as the front 
runner.  Some factions in the party were nonetheless 
set against a Kikwete presidency.  Kikwete's high 
"negatives" among the CCM leadership fueled 
speculation that the Party Congress would deadlock and 
eventually settle for a compromise candidate.  (This 
was the scenario in 1995, when Kikwete garnered the 
most votes in the first round, but lost the Presidency 
to "dark horse" Benjamin Mkapa.)  In the 2005 
nomination, Kikwete won easily on the first ballot. 
The NEC gave him more votes than anybody else when 
choosing the three finalists.  Kikwete's majority in 
the Party Congress was overwhelming:  he received 
1,072 votes to Salim's 476 and Mwandosya's 122. 
 
Electoral Strategizing and Ticket Balancing

4. (C) The party's choice of Kikwete seems to be 
popular with the general public.  While many of the 
Embassy's government contacts favored Salim, and other 
also-rans, Kikwete swept a highly unscientific sample 
of Embassy FSN staff, Tanzanian friends, and Party 
Congress participants.  Some interlocutors said noisy 
cheers broke out among friends and neighbors who had 
gathered around their televisions to hear the 
nomination announcement.  CCM dominance on the 
mainland is so strong, that it is difficult to imagine 
a scenario in which the party's nominee could lose the 
general election on October 30.  Kikwete is virtually 
guaranteed to become Tanzania's fourth president since 
independence. 
 
5. (U) Kikwete's nomination broke with the informal 
tradition of alternating the Presidency between 
Mainland Christians and Zanzibari Muslims.  Although 
the tradition was never a constitutional requirement, 
Zanzibari party stalwarts may be put out about losing 
their "turn."  The party mollified Zanzibar somewhat 
by nominating Vice President Shein, who hails from 
Zanzibar's Pemba Island, to be Kikwete's running mate. 
Interestingly, the tradition of alternating Christian 
with Muslim remains intact:  Kikwete is a practicing 
Muslim, although he is considered moderate in his 
religious views. 
 
Kikwete's Biographical Notes 
---------------------------- 
 
6. (C) Kikwete represents the "young Turk" segment of 
the CCM party.  He is popular, politically adroit, 
charismatic and very ambitious.  In socially 
conservative Tanzania, however, Kikwete's relative 
youth - he is 55 - has worked against him.  So has his 
playboy reputation.  As the party has increasingly 
emphasized experience and education, Kikwete has a 
built an impressive resume.  Since 1995, Kikwete has 
been Foreign Minister and also the MP for Chalinze 
Constituency.  Previous government positions include 
Minister for Finance (1994-95), and Deputy Minister, 
then Minister for Energy, Minerals and Water (1990- 
94.)  For the twenty years before his government 
service, Kikwete served in various positions in the 
CCM party, and in its predecessor party, TANU. 
 
7. (U) Kikwete comes from the small town of Msogo, on 
the coast near Bagamoyo.  He has a BA in economics 
from the University of Dar es Salaam. 
 
8. (C) An able politician, Kikwete is a somewhat 
unenthusiastic administrator.  On Embassy row, his 
Foreign Ministry has a reputation for being 
understaffed and minimally responsive.  Kikwete 
himself is personable, and conveys the impression that 
he will at least consider the views of foreign 
diplomats.  Kikwete has signaled that he might discuss 
signing an Article 98 agreement with the US; the 
current President Benjamin Mkapa has firmly closed the 
door on any agreement for the remainder of his 
Presidency.   For years, observers of the Great Lakes 
conflicts have considered Kikwete to be virulently 
pro-Hutu.  Rumors that he was facilitating arms 
transfers to Burundian Hutu rebels persisted, but have 
never been substantiated.  Kikwete's marriage to a 
cousin of former Rwandan President Juvenal Habyarimana 
may have fueled these rumors, which are now fading as 
the Burundi conflict winds down.

Source of Mrs Kikwete's being labelled Hutu revealed

Rwanda was squarely attacked for uncovering a Wikileaks cable alleging that Mrs Kikwete is cousin of former Rwandan leader Juvenal Habyarimana as it was viewed as smear campaign. However, an anonymous writer, who seems to be conversant with Tanzanian politics, revealed on Jamii Forum, the country's most popular social media forum, that ruling CCM insiders were a genesis of calling Mrs kikwete a Hutu.
It is alleged that Kikwete's opponents way back in 2005 approached the US embassy, alleging that favourite candidate Kikwete was married to a Hutu, hence his pro-hutu stance in matters great lakes. Media pour petrol in TZ-Rwanda fire

Tanzania media is angry and united against Rwanda. Mtanzania newspaper reported today that Rwanda is undermining Tanzania. It was a screaming headline which did not reflect the content but its intention was just to show how Rwanda is persistently sabotaging Tanzanian interests.
The story was about a meeting of transporters, where Uganda and Rwanda had expressed readiness to stop using Dar es Salaam Port in case Tanzania did not review tariffs and reduce roadblocks. Meanwhile Daily News castigated Rwanda's smear campaign for labeling the first lady a Hutu, they did not mention it was a Wikileaks revelation but Rwanda's intentional smear campaign occasioned by differences over FDLR. Rwandan media is also awash with stories that Tanzania is evicting its people without following the human rights procedures, according to New Times. Government-leaning journalists in Rwanda are also busy castigating Tanzania. Mwananchi newspaper meanwhile, reported that Tanzanians in border regions are relieved that immigrants are being kicked out because they had been filing suits against them. The paper said Wahamiaji Haram wafungua kesi 600. That haram immigrants filed 600 cases against locals.

TZ, Rwanda Tensions worsen

According to New Times, Tanzania declined an invitation to send its officers for an EAC military course in Kigali. Tanzanian media are reporting an officer of Rwandan descent deserted with top secrets and vanished into Rwanda. he is alleged to be Lt-Col. Selumbo. Tanzania media also said Rwanda as a whole is smearing Kikwete family, when alleging that his wife is cousin of Habyarimana. All is not well, and neighbours are angry at each other. all stem from personalities of Kagame and Kikwete, two presidents who are the centre of the escalation. they have journalists who support them and instead of discussing the issues objectively, they are engaged in a smear campaign and incitement.

Operation to evict illegal immigrants coming, says minister

Home Affairs Minister Dr Emmanuel Nchimbi has promised any time serious operation against illegal immigrants will be mounted. He said so far over 10,000 immigrants have crossed back to their countries, and warned them never to come back.
Meanwhile, a ward executive officer has told me that "Moto utawaka in 10 days." Meaning there will be fire in 10 days, serious operation will erupt.
Meanwhile, media continue to stir  up the relations btn Tanzania and Rwanda.

Unethical journalists undermine Kikwete over Rwanda

President Jakaya Kikwete is under fire from unethical journalists. They think his order to evict illegal immigrants from Kagera was inspired by his hatred of Tutsi people. they are trying to link him with Hutus. Since Bagamoyo was used as a transit route for slaves, they have alleged he could be a Burundian, descending from slaves! Now they are alleging his wife, who hails from Southern Tanzania, is cousin to former Rwandan president Habyarimana. More comics to follow.
Meanwhile, operation has not started of kicking out immigrants, those who left did so out of fear. they reasoned that Kagame and Kikwete are now enemies therefore he will victimize them. However, nothing on the ground that suggests people will be mistreated.

Kikwete blamed unfairly, media scared immigrants in Kagera


President Kakaya Kikwete visited Kagera. And after concluding his visit, he addressed the regional leaders at Bukoba, where he talked about the issue of illegal immigrants, actually it was last in his speech. The media picked it up and sensationalized it, sending panic waves across the country. Local leaders took advantage, pouncing on known immigrants as they sought to eat their cows. Rwanda has reacted angrily.

As Kikwete is viewed in Rwanda as xenophobic,, actually, Kagera Regional Commissioner Col. Fabian Massawe has been going around villages, telling local leaders not to eat immigrants’ cows, saying anyone violated should report to him. He said illegal immigrants should leave in compliance of Kikwete’s directives, but they should do so in orderly  and humane way. But what did Kikwete say? I have tried to transcribe his speech. This is an extract:
This thing about robberies, I talked about it when I was in Bihalamulo, it concerns three regions, Kagera, Kigoma and Geita. Tanzanians have to go around without requiring police escort, I have instructed security organs and they are preparing to face them. But if you know you are a thug, you know you are armed, surrender your gun. If the thugs came from the neghbouring countries, they should leave, because we don’t want any words with neighbours, who can say we are mistreating its citizens.. . The genesis of poor security in this region is to do with the arrival of refugees, those who came in 1965 and 1959 were a different sample, but those who came from 1993 onward they came with their guys, and when they left, they left their guns behind…. They poached our animals to extinction…..,

About livestock, there are many livestock than the capacity of this place to accommodate, and some came from neighbouring countries, they graze in reserved areas, first reserves should remain as reserve for wild animals, I said that a game reserve not a ranch,

Another thing is about those who migrate to Tanzania without following procedures, people cannot question intention of Tanzania, those who wanted to be citizens were allowed, in 1982 Nyerere gave them opportunity, only 30,000 came forward, the rest refused, and my government we gave a chance to 160,000 Burundians, and anybody else out of that should be regarded as having refused to be a Tanzanians citizen, whoever refused he should leave, whoever refused to be Tanzanians should leave, we will help them leave. Others are immigrating here, to come and graze. Even if there is good pasteur in Tanzania, this is another country, you cannot come and graze, when there is grass in your country you go back. Every alien wanting to live in TZ should apply to do so, everyone is allowed execept criminals are not allowed. If the procedures are followed, no problem. It is not acceptable for people to come, live, farm and every time they want to leave, they leave. There are some people who live in this country with permits issued by village leaders, why do you allow it happen, you, immigration officers. You have allowed this to happen for long, people believe they can come, give two cows to village leaders and they are given permits. Immigration officers should do their job, if a village leader is arrested taken to court and jailed for doing immigration job, it will be a lesson. There is a guy called katongole, he is at Mtukula acting like an agent, as conduit for corruption for immigrants who come in here. Everywhere I have been, when I ask people about their problems they say the major problem is illegal immigrants, wherever I stopped, everywhere, the common problem is illegal immigrants.

Those who will be found with illegal papers, give them options, to be prosecuted or go home. You are creating problem for this country in the next 50 years, 60 or 100 years, the demography of border regions will change, after that period people will claim this is their home, the pace of people immigrating here is high, they are coming here because they know your price, you have been bought at low price. Now during the exercise (two week exercise), go house by house, ask them how they came, then ask them to leave. These are humans not livestock, they should not be driven like livestock, my brothers take caution now, because this area can change, Rweikizas (Haya peope) you will not find a place to live, you could be told that you are aliens. We are not barring people from entering Tanzania, we have a record, Nyerere allowed 30,000, and I allowed 160,000. I say that they should not turn Tanzania into grandmother’s garden, people come in go out without following any procedure, they do it as they want. Don’t do any harm to them, don’t confiscate their properties, ask them to sell their properties and then tell them good journey. Those who want to protect their properties, they should live in the country legally.

Journalists join Rwanda-TZ fray

Rwanda is unhappy with Tanzania for its decision to evict Rwandan immigrants emass. Ugandan journalist Andrew Mwenda, whose twitter posts were discussed  in Jamii Forum, has castigated Kikwete for undermining the legacy of Nyerere, to him Nyerere gave Rwandese citizenship and Kikwete is taking it from them. Of course he is wrong, he has been fed with one-sided stuff by the evictees. In Tanzania media is slowly whipping up anti-Tutsi sentiments, Mtanzania leads the pack. this paper owned by prominent businessman Rostam Aziz, says they have infiltrated the system and are working for Kagame.
As the two government try to calm the dust, the media and journalists are at the fore, trying to excite everything. the Media Council of Tanzania has already warned the media of sensationalizing things and create war situation. Watch this space.
Meanwhile, Jamii Forum is posting balanced opinions and is abandoning anti-Banyarwanda rhetoric. The Tanzania's popular social media platform has cleared its front page of any racist materials originating from ultra anti-Tutsi politician such as Christopher Mtikila.

Media aggrevate Rwanda-Tanzania tensions

Poor-selling newspaper Mtanzania newspaper, which is owned by New Habari Group, yesterday published a long article, with heading: Why Kagame is so Arrogant? The article, which was quoting anonymous sources and making fallacious analysis, said Kagame has infiltrated Tanzanian security system. He said all people of Rwandan origin are in Tanzania to serve Kagame security interests, and they report to him, the paper suggested employment opportunities should be reviewed to cashier all Banyarwanda.
Meanwhile, The East African correspondent in Kigali misled his readers, when he said Kikwete directly singled out Rwandans for eviction. The New Times also says Rwandans were brutally evicted, others attacked, when actually evictions haven't started, people are leaving because they are scared by what Kikwete said.

Operation against immigrants not yet, just local criminality

Rwanda has started receiving its immigrants, others are camped at Rakai in Uganda, others are on the move, others are scared to death as they await their fate but no soldiers, police or immigration is yet to conduct mop up. So what is happening?
Evictions have taken place, but it is mostly villagers uprooting their neighbours so they repossess their belongings. Some houses have been burnt in Biharamulo and Kyerwa, but not by authorities but by local criminals, calling themselves wazawa, with full blessings following president's directives.

a Tanzania popular forum Jamii Forum, is sustainably engaged in moderating a campaign of hate against Tutsi people as a way of accelerating eviction of immigrants in border regions.
Latest posts indicate that Christopher Mtikila's virulent hate dossier has been activated and is being discussed, while there are more posts calling Tutsis snakes, and other sorts of derogatory references.

Operation against illegal immigrants in kagera: The Truth

Use of derogatory term Haram
The Tanzanian government, human rights organisations and the media are united against 'Illegal Immigrants'. the government, including Kikwete himself and the media call these people Wahamiaji Haramu This is one of the most dehumanizing derogatory term against any human being. Haram is an Arabic word, used to describe pig and other things one cant touch. Children in schools, whose parents have foreign background, are getting it rough. They are teased by fellow kids as Haram!
When doing his mapping report of immigrants in Karagwe, sponsored by International Organisation for Migration (IOM), Prof. Boneventure Rutinwa, head of faculty of law at the University of Dar es Salaam, refused to use the word Haram in his report when referring to the immigrants. Kagera regional Commissioner Col. Fabian Massawe also said haram is something you cant touch, so not fair to call fellow being Haram. But this derogatory term is persistent, and as a result nobody with mercy for them, including human rights organisations such as Legal and Human Rights Centre.

Kikwete's ultimatum and Mtikila's dossier
kikwete's order to flush out Wahamiaji haram was given while in Kagera. He said Cattle should be returned where they came from, those in forest reserves should be driven out, and wahamiaji haram without papers should be deported while those who possess papers issued by local government authorities should also be deported, and unauthorized issuers be arrested. Kikwete's's order came in the aftermath of the most scathing dossier circulated by a controversial politician Rev. Christopher Mtikila, who is also the chairman of opposition Democratic Party (DP). Mtikila's dossier alleged that Paul Kagame had tactically and strategically inflated into Tanzania 35,000 Rwandese cattle keepers with herds of cattle. He used dehumanizing and most racist language against Tutsi people. Part of his dossier reads in Swahili: "Lakini apartheid ya Makaburu haikuweza kuufikia ushetani wa Watusi, jinsi wanavyowadhalilisha Wahutu na Wabantu wengine, kwa imani yao chafu sana kwamba wao eti waliumbwa kwa ajili ya kutawala tu, na kwamba Wahutu waliumbwa kwa ajili ya kuwa watumwa wao! Ni makufuru yanayojulikana wazi ya Watusi kuwatema mate Wahutu au Wabantu wengine kwa kinyaa kama vile ni mavi mbele zao. Na imani yao hii ya kishetani ndilo chimbuko la mbinu na mikakati yao yote ya kutawala siyo tu Maziwa Makuu bali hatimaye hata Afrika yote ya ‘watumwa’ wao! Tabia ya Watusi ya kula wao kwanza, halafu kuwatupia makombo watumwa wao (Wahutu), tena baada ya kuyatemea mate na makohozi, ni historia inayojulikana na kila mzawa wa Maziwa Makuu. This hate speech, although it did not make its way into mainstream media, was discussed and moderated by Jamii Forum, the most popular social platform in Tanzania. Many commentators concurred with Mtikila, openly expressing hatred and hostility against Tutsis. And Kikwete's expulsion order was in way informed by Mtikila's ill-informed and racist comments.

Who is Mtikila
Mtikila is a jobless quasia politician/cleric, who is notorious for making hate statements. He has also been in jail for comments against Nyerere and Mkapa. But nowadays he is a gun for hire, i.e politicians use him to attack each other. It is not known who planted Mtikila to issue the hate speech against Tutsi yet.

Truth about the genesis of presence of Immigrants in Kagera
It is true in Kagera there are many immigrants who have survived several campaign of terrors, including the most dreaded of all campaigns in 2006, that left Tutis/Hima women raped for the first time.
But all their animals never came from outside, except a few from Uganda. It is hard to bring in herds from Rwanda, because in Rwanda because of scarcity of land, large herds nolonger exist.

According to Prof. Rutinwa, most of these people came long time ago, settled, raised their families, restocked and some were naturalized or given residence permits.
But the use of the worh Haram, media campaigns and campaigns by people like mtikila has created tensions and fear. With Kikwete's order, all was set for mass ethnic cleansing.

Tanzania expelled Rwandans before consulting Rwanda, minister
Foireggn Affairs Minister Louis Mushikiwabo said that the government will receive and protect Rwandans who are being expelled from Tanzania based on claims that they are illegal immigrants. She noted that it was regrettable that Tanzania did not consult Rwanda before kicking them out.

“There was a decision made, we were not consulted and our obligation as a state and as a government is to offer protection to the people coming to us and that’s what we have been busy doing,” she said.

Rwandan families, including those who have lived in Tanzania since the 1950s, have for the past three days been arriving through Rusumo border after President Kikwete instructed local officials to give only two weeks to the so called “illegal” immigrants to leave the Kagera Region, which shares borders with Rwanda.

The New Times’ Bureau Chief in the Eastern Province, Stephen Rwembeho, said that some Tanzanians of Rwandan origin have also arrived in Rwanda after their citizenship and other residential documents were torn up and destroyed by local officials in Tanzania.

The Ministry of Disaster Management and Refugee Affairs (MIDMAR), in conjunction with Kirehe District authorities have begun preparations to settle the expelled Rwandans. By press time, nearly 300 had registered with Rwandan Immigration officials

Rwanda receives its returnees, as Kikwete motive questioned

Rwanda has appointed a committee from nine ministries to receive immigrants who are returning from Tanzania following ultimatum issued by President Kikwete. So far 329 immigrants have been received at border regions and given preliminary aid as they wait to be resettled.

Rwandan media say they include business people, pastoralists and peasants. The media further say Kikwete decided to kick them out in retaliation for kagame's comments against him. the president issued a two-week deadline in which all illegal immigrants should go home, and he said he would deploy members of security forces to forcefully return them. The sight of heavily armed soldiers is scaring the immigrants, and although those with documents have been assured, concerns still exist if at all gun-touting soldiers will have time to look at documents, all local leaders, eager to grab free cows and belongings, will not point fingers.

Kagame and Kikwete differ and innocent people suffer, that's the general perception prevalent as immigrants roam aimlessly following Jakaya-Kikwete issued deadline. Humanitarian crisis is looming as Rwanda and Tanzania decided to abandon poor people to their fate.
Kikwete called the immigrants 'haramu'. Although the media refers to the immigrants as haram, but it shocked the targets hearing it from the all powerful head of state, who is supposed to be a fountain of honour, respect, humanity and justice. Haramis an Arabic term meaning sinful. In Islamic Jurisprudence, haraam is used to refer to any act that is forbidden by God, and is one of five الأحكام الخمسة (al-ahkam al-khamsah) that define the morality of human action.[1] Acts that are haraam are typically prohibited in the religious texts of the Quran and the Sunnah. The category of haraam is the highest status of prohibition. Islam teaches that a haraam (sinful) act is recorded by an angel on your left shoulder.[2] If something is considered haraam, it remains prohibited no matter how good the intention is or how honorable the purpose is.[3] A haraam is converted into a gravitational force on the day of judgement and placed on mizan (weighing scales).[4][5] Views of different madhabs can vary significantly regarding what is or is not haraam.[6]

Kagame cursed by immigrants after Kikwete ultimatum

Paul Kagame is being viewed as a source of all troubles afflicting immigrants in border regions of Tanzania. Most people, who are not sure what will happen when the two-week ultimatum issued by Jakaya Kikwete expires on 10th August 2013, say their plights stem from the behavior of Rwandan president.
They say Kikwete became angry and decided to order massive operation against them after accusing Kagame that he had insulted him in respect of his advise to negotiate with FDLR. kagame and Kikwete do not see eye to eye and unlike in the past, there are no officials from Rwanda to ensure orderly expulsion of their nationals from Tanzania.

Tanzania calms scared immigrants

Reports from border regions indicate that meetings are being held to explain President Jakaya Kikwete-issued ultimatum to all illegal immigrants in Kagera region.
The region has old-case immigrants and a sight of heavily armed soldiers was sending shock waves, leaving most packing. So many of them were hitting the road to beat Saturday deadline. But now local authorities are going around villages holding meetings, saying those who will targeted are those without residence permits and citizenship certificates. Initially, even those with documents were worried to death, and already mass camps were forming, as peasants lifted all they could carry, sell at throw away price their belongings to head to Uganda or Rwanda.

Budget secured ready for JK operations

Reports from Kagera indicate that each district has received its money ready to mount operations that will flush out immigrants from the region.
Defence and Security committees have been meeting in each district to hatch their plan, while police and army vehicles have been passing through villages. One peasant of Rwandan origin said he would start sleeping in forest like a waterbuck. "My wife and children are Tanzanians, they will not be touched, I am going to shift to bushes, that is where I will be sleeping until the operations ends," he told this blog.

Immigrants have historically crossed into Kagera to escape population pressure and hunger from the neighbouring countries, others came as refugees and stayed. "In 1984 Mwalimu Nyerere came to Bukoba, he was received and had a green scarf wrapped around his neck by a youth wing boy. Then he addressed a rally at Kaitaba Stadium, where he received a barrage of complaints from indigenous people that wanyarwanda should be kicked out. There were so many Wanyarwanda refugees then," one elderly woman said.
She added: "After hearing the complaints, he said Rwanda has no land, they should tolerate their neighbours. He said even wazanaki (his tribe) once suffered xenophobia, saying hence the name Wazanaki (What have they come with?)."
But almost 30 years down the road Kikwete came back and received similar complaints. he immediately and furiously ordered a scotching earth operation, saying the problem has grown because of corrupt immigration officers and village leaders. He issued a two-week ultimatum.
But immigrants are also blaming Kagame for triggering this, saying their plights started after he differed with kikwete on the issues of FDLR.
Saturday in the deadline, and the situation is extremely tense.

Heavy security presence jolts Kagera immigrants

As President Kikwete-set deadline looms, the situation is extremely tense in Kagera region. Peasants who have called Tanzania their home for over 50 years are wandering like chicken scared by eagle. Reports from border posts indicate that Uganda has barred some people of Rwandan origin from crossing their country into Rwanda. Border points are teaming with men, women and children, who have been scared from their homes. Armed policemen and members of Tanzania People's Defence Forces have been driving through villages, sending sock waves through peasant homes. Immigrants  in Kagera are from Rwandan, Ugandan and Burundi. Kikwete issued a two-week deadline for all of them to leave. he said he would unleash members of security forces to evict anyone who would be around come Saturday 10th August 2013. The move came after President Kagame apparents used abusive language against him.

kikwete extends olive branch to Kagame

Addressing his nation, president Kikwete said he was committed to mending relations with Rwanda, saying each country needs another as neighbor. He said he had good intentions, when advising the neighbor to negotiate with FDLR, a genocidal militia group in DRC. Kigali are interpreting his move as having been born out of pressure from elderly politicians in Tanzania and the Rwandan media is sober and reporting positively about developments.
Meanwhile Kagame has not been seen in public for some days, as he is seriously sick and is receiving treatment at military hospital, reports from Kigali suggest. it is being waited to see how he will respond to Kikwete's remarks.

Tanzania's popular interactive forum incites racial, tribal hatred, ethnic cleansing

Tanzania's very popular social interactive platform, Jamii Forum, has been inciting ethnic cleansing and promoting racial and tribal hatred against people of Rwandan origin.
Days after Tanzanian president Jakaya Kikwete announced massive operation against illegal immigrants, which was viewed as a retaliation against Kagame's 'insults' against him, Jamii Forum has encouraged debates all directed at promoting hatred against Banyarwanda. There is a small population of Tanzanians who were given citizenship in early 1980s by first president Julius Nyerere, and there are also Tanzanians in border regions who look like Banyarwanda and are being listed as Banyarwanda who should be ethnic-cleansed, Jamii Forum pointed out Kasusura, a Tanzanian from the royal family of Biharamulo.
The Jamii Forum users have also been listing names of their enemies, job and social competitors as banyarwanda who should be ethnic cleansed. It is understood that Jamii Forum is funded by donors through Tanzania Media Fund.

Mass eviction of pastoralists kicks off in Kagera

Angry with utterances of Paul Kagame against him, and the fact that his army is in Congo for possible showdown with Rwanda through proxy, President Kikwete issued a two-week ultimatum to all illegal foreigners in Kagera to go home. He said after two weeks he will unleash all security forces to hunt them down.
Now Jamii Forum reports Banyarwanda are worried and have started selling their cows at throw away prices, selling their houses ready to go. They recall similar operation in 2006, which left men brutalized, cows confiscated and women raped

Anti-Kagame sentiments soar in Tanzania

President Paul Kagame is losing admirers and friends everyday. Few months ago, he was being looked up on as an inspiration by most Tanzanians dissatisfied with inefficiency of their government. Positive comments were made about him in social media discussions and even in parliament.
But after making war-like comments against Kikwete and his minister making tough comments against the Tanzanian leader, Kagame is unpopular as he is in Congo.
Social media users such as Jamii Forums are calling for war against Kagame, some compare him with Iddi Amin, popular comedian Futuhi suggested that Rwanda will be razed and be made a ground to dry dagaa (small fish).

Pastoralists to be targeted in new operation in Ngara

Is my residence permit worth anything? will they respect it? Will my cows be confiscated? will I survive? These are questions posed by one resident of Ngara, who grazes in and out of Burigi forest reserve. His fears eminate from Jakaya Kikwete's vow to wage war on illegal immigrants! In Kagera, majority of the immigrants are actually from Burundi, (Hutu labourers), Uganda (Bachiga immigrants), Rwanda (Hutu remnants of 1994 refugees) and Rwanda/Uganda pastoralists (Who came to look for pastures). Kikwete based his threat on cattle keepers, he said: "Kuna aliyefurumishwa akaacha ndama mmoja, watendaji wanapewa ngombe 2 wanatoa vibali).
But interestingly, pastoralists are very minority immigrants, they don't even number 2000. But government officials, with desire to make quick money out of looted cattle, will only target them. This, despite the fact that most of the survivors of 2006 campaign of terror, applied for and obtained residence permits. But, hey, who cares, why bother with a Hutu immigrant who has nothing, when invading a cattle keeping Muhima can turn you into a rich man overnight?, We have orders from the top, the media behind us READY TO CRY: WAHAMIAJI HARAMU WAFILISIWA NA KUFURUMISHWA MAKWAO!

Kikwete announces operation against illegal immigrants

Grave implications awaited
While on tour of western region of Kagera, president Jakaya Kikwete announced scotching earth operation against illegal immigrants. It will involve members of all security services. Who are the targets?
When he announced similar operation in 2006, forests were raided. herds of cattle were seized and auctioned at throw-away prices, women and girls from pastoral communities with Uganda and Rwandan roots were raped by village militias and the victims were simply thrown across borders in Uganda and Rwanda with nothing.
